A senior Superintendent of Police has said the poor command of the Luweero district Police chiefs caused the shooting in which students of Bugema SDA School were injured.

A senior Superintendent of Police has said the poor command of the Luweero district Police chiefs caused the shooting in which students of Bugema SDA School were injured.

Testifying at the Police tribunal at Kibuli Police Training School, Sylvester Bagyerize yesterday said the officers should have prevented the shooting.

He said at worst, the shots should have been aimed in the air and not at the students.

“Why did the Police constables fire without your command? Bagyerize asked the officers.

He blamed district Police commander Eddie Kulany, community liaison officer Ibrahim Odroa and the criminal investigation department chief Suleiman Kabuye for not controlling their subordinates.

He told the Police tribunal, chaired by Christopher Buwule, that the officers were arrested for being unprofessional in handling the strike.

The Police shot at rioting student, injuring Wilber Omara and Miria Adyelo, both of Senior Six. The two are still admitted at Mulago Hospital.

Bagyerize made the remarks in a cross examination led by the prosecutor, Levy Ojuk.

He said Kulany was arrested because when they arrived at the scene he was not there.

Bagyerize added that Kulany would need to prove to court that he had another official assignment that stopped him from going to the scene in time.

The suspects, who include a special Police constable, Paul Nyombi, will re-appear in court on Monday.
